27/3/09 – The Drive, Nythe – Road Condition

Phil, Glenn and I plus local residents have been complaining to the Highways department for many months about the state of The Drive road in Nythe. The stretch between Piccadilly Roundabout and the Community Centre has not been resurfaced in the last 15 years, and the top layer of tarmac is rapidly coming away. The problem we face is that while the road is an unsightly mess, it is the only the top layer affected. Highways say they are not technically potholes and aren’t a safety hazard. With every road “scored” on a number of factors, it is going to be quite a while before we see progress being made.

We received the following reply from Highway Officers this week, the fact that the department is looking at alternative solutions to complete resurfacing is promising. I will make sure that residents are kept informed when we hear next.

Part of the Officer response to Phil and my’s last set of complaints on the road condition

“Regarding the overall condition of the road and its position on the maintenance list.  The surfacing to the section of The Drive
which is deteriorating is a very thin overlay material.  Whilst the
ride quality is not particularly good the areas of surface stripping
are too shallow to fix economically and also do not generally meet the
SBC intervention criteria for repairs (potholes).  The site has been
added to the schedule of sites for major maintenance assessment and
will be prioritised against competing sites and ultimately included in
a future year’s programme of works, albeit that the type of defects
will not make it a high priority against the current 800 sites on the
list competing for available funding.  With the funding being available
for approximately 50 sites a year it may be a number of years before
The Drive is included on a programme of major maintenance.

What we are doing at present is discussing the site with a specialist
contractor who installs similar thin surface systems to see if there is
any effective patch repair he can propose that could be carried out
within the scope of routine maintenance operations.  We will keep you
informed of any progress will obviously let you and the other Ward
Councillors know the anticipated cost of the works given the separate
email sent by Dale Heenan on this same matter.”
