22/04/08 – Sound Barrier Update!

Cllr Dale HeenanI am pleased to say that I’ve made some progress in finding out what is currently going on with Sound Barriers for the Covingham stretch of the A419.

One week on, and I still haven’t received an acknowledgement from our Labour MP! Council Officers were able to track down the contact details of the appropiate person at the Highways Agency for me, and I have spoken directly to them.
The Agency has confirmed they have no budget for the Sound Barrier project at this time, and no money has allocated to it.
The Sound Barrier scheme is going to the Highways Agency “Value Management Workshop” on Monday. This will be to evaluate the scheme against the Highways Agency’s criteria of value. If the scheme has a good enough “score” they can move forward with bidding for funds. Once the money is secured, they can start to look at tendering and awarding the construction contract.
The last announcement was in June 2007, with the expectation of starting work this year. This is not the case now, so the Sound Barriers have been delayed by atleast a year. The Highways Agency is working on a timetable to start construction in the 2009/10 financial year.

If the Sound Barrier project is approved next week, a date of June 3rd has been penciled in for a public meeting. This will be for the Highways Agency to present draft plans to residents for comment and public display.

I have asked Council Officers to ensure that someone is available at this meeting to cover Planning and Transport. This will ensure that should the project go ahead, the Council will assist where it can so it can be implemented as quickly and easily as possible.
